Non DIscrimination Ordinances In Pennsylvania
One of Keystone Equality's main missions is to support municipalities in passing nondiscrimination ordinances that protect LGBTQ+ individuals and other protected groups from discrimination. Though the Pennsylvania General Assembly has failed to enact comprehensive statewide antidiscrimination protections, Pennsylvania’s 1955 Human Relations Act empowers cities, boroughs, and counties to establish local human relations commissions and create policies to prevent discrimination.
As of July 2024, approximately 75 local and county governments across Pennsylvania, representing around 38% of the state’s population, have enacted LGBTQ-inclusive nondiscrimination ordinances—the highest number among states without comprehensive statewide protections. Below is a list of Pennsylvania municipalities with links to their ordinances, provided by the Pennsylvania Youth Congress.
